To create a more livable city, the Nantou County Government is working to reduce noise pollution caused by modified exhaust pipes and to implement source-level noise management for modified vehicles. The government reminds the public that starting this year (2025), motorcycles using aftermarket non-certified exhaust systems must complete a vehicle equipment change registration with the relevant traffic authority. Motorcycle owners may either purchase exhaust pipes that have passed noise certification tests or, at their own expense, commission exhaust noise testing at laboratories approved by the Ministry of Environment. Failure to complete the registration will result in penalties under the Road Traffic Management and Penalty Act, ensuring both source-level control and on-site enforcement.
Since 2024, the Environmental Protection Bureau (EPB) of Nantou County Government has offered aftermarket exhaust noise certification testing for motorcycle owners, holding 36 free testing events and assisting 1,393 motorcycles with certification, allowing owners to ride legally and safely. Motorists should note: modified motorcycles without completed registration may face roadside inspection fines of NT$900-1,800 under the “Road Traffic Management and Penalty Act.” If on-site noise testing shows levels exceeding the standard, additional fines of NT$1,800-3,600 under the “Noise Control Act” may apply, for a combined maximum fine of NT$5,400. The public is strongly advised not to test the law.
Director-general Yi-shu Li of the EPB, Nantou County Government, emphasizes that “certification” is not a “get-out-of-jail-free card.” Even with a certified exhaust pipe, improper vehicle maintenance, modifications of other parts, or aggressive driving leading to excessive noise will still incur fines. The Bureau stresses: properly “managing” your exhaust system is the best way to protect your wallet! While your motorcycle is innocent, disturbing others is your responsibility. Don’t let modifications become a nuisance or a nightmare for the community; addressing the problem at the source will make the city more livable and keep your wallet safe.
