Promoting the Installation of Solar Photovoltaic Systems for Land Remediation

   In response to the development of green energy and the diversification of polluted land use, as well as in alignment with government energy policies, the Ministry of Environment, Executive Yuan, revised and issued the “Review Procedures for Setting up Solar Photovoltaic Facilities on Polluted Land” on January 21, 2021. This directive aims to provide a multifaceted approach to the development of solar photovoltaics on polluted land.

   On May 31, 2023, the Environmental Protection Bureau (EPB) of Nantou County Government organized a “Solar Photovoltaic Facility Installation Promotion Seminar” to encourage and guide businesses within its jurisdiction in setting up solar photovoltaic facilities (ground-mounted or rooftop). In addition to inviting locally managed businesses, agricultural landowners, and existing managed businesses, the EPB also welcomed water pollution-regulated businesses and soil pollution-regulated businesses from the Nan-Kang Industrial District to participate in the seminar. For this event, the EPB had the honor of inviting Ying-xin Chen, Manager from EPICNOVA Engineering Consultants Co., LTD., the solar photovoltaic facility promotion unit of the Ministry of Environment, to serve as a speaker. Mr. Chen provided insights on current solar photovoltaic policies, methods, regulatory frameworks, and the benefits of installing solar photovoltaic facilities, aiming to help various business entities gain a better understanding of relevant information regarding solar photovoltaic facility installation.

   Yi-shu Li, Director-general of EPB, Nantou County Government, stated that in addition to carbon reduction benefits and electricity sales revenue, solar photovoltaic installations can also address building structure and insulation issues. Through collaboration between solar photovoltaic companies and local governments to invest in pollution improvement and management, it is possible to effectively maximize the land's potential and enhance environmental quality. This approach achieves multiple goals, including land utilization, green energy production, reduced environmental impact, and benefits for landowners, ultimately leading to a win-win situation in terms of land use, energy policy development, and sustainable environmental management. 

   The EPB points out that the process of converting solar energy into electricity is relatively environmentally friendly, and it is one of the rapidly developing sources of carbon-free power worldwide. Solar photovoltaic power generation does not produce air or noise pollution, reducing air pollution generated in the power generation process using fossil fuels. Compared to traditional coal-fired power generation, it significantly reduces air pollution and minimizes environmental impacts, thereby achieving the goal of a low-carbon sustainable environment.
