    To reduce air quality by reducing air pollution caused by open burning of rice straw, the Nantou County Environmental Protection Bureau continuously guides farmers to cut and plow rice straw and funds organizing fertilizers containing rice straw decomposing bacteria. Last year the Nantou County Environmental Protection Bureau cooperated with private business Swancor Holding Co., Ltd. in the county for the first time to promote the use of decomposing bacteria together so as to increase the area of using rice straw decomposing bacteria to prevent air pollution caused by open burning of rice straw. As the result was good, the match continues this year.

    Open burning is practiced in Minjian Township, where the rice farming area is about 137 hectares. To solve the open burning problem, the Nantou County Environmental Protection Bureau has provided guidance and conducted inspections at the same time. Apart from organizing small conferences in local villages, the Nantou County Environmental Protection Bureau cooperated with private business Swancor Holding Co., Ltd. in the county again this year. At 10:00 on 24 June, the “Funded Rice Straw Decomposing Bacteria Registration” was organized, and farmers also signed up to the self-management of no open burning at the village hall of Xinmin Village in Minjian Township to improve air quality for a better environment through partnership with farmers.

    This year about 80 hectares of farmland were funded, and about 800 packs of decomposing bacteria were delivered. Rice straw production is about 6 metric tons per hectare, i.e. about 480 metric tons in total, and emissions from open burning will be about 1.5tCO2e/hectare. Apart from preventing burning rice straw, the sponsoring of decomposing bacteria will also reduce emissions by about 720tCO2e. In addition to facilitating energy conservation, carbon reduction, and environmental protection, the use of decomposing bacteria to turn rice straw into organic fertilizers can increase the humus in rice fields to raise yield by about 5–10%. Hence, the practice is beneficial.

    According to Yi-Shu Li, Director-General of the Nantou County Environmental Protection Bureau, it is hoped that the sponsoring of decomposing bacteria for Minjian Township by private businesses can set an example for more businesses to concern themselves with and undertake ESG as a corporate social responsibility so as to reduce carbon to safeguard the health of the public together and maintain the air quality and environment of Nantou.
