As Nantou County does not possess its own garbage processing facilities, garbage failed to be transported outside the county could only be stacked at Garbage Transfer Stations of each township. Among these transfer stations, Caotun Township Garbage Transfer Station has received 90,000 tons of garbage and a fire accident that lasted for several weeks happened in November 2020. In addition, due to the major policy on the completion and activation of nearby Niaozueitan Artificial Lake on 2024, garbage removal operations had to be carried out. Fortunately, the Nantou County Government, Ministry of Environment and MOEA Water Resources Agency collaborated to complete the removal of the 5-storey high garbage heap and protected the region from further garbage contamination issues.
The central government provided a NT$300,000,000 subsidy to execute the garbage heap removal operation, providing Nantou County funds to categorize and pack garbage and transport them to other places. Since 2022, 88,000 tons of garbage has been categorized and packed, in which 38,000 tons of them have been transported and processed in other nearby counties. Demonstrating the spirit of “Yu Gong (Foolish Old Man) Removing Mountains”, the garbage heap has finally been removed. In addition, in coordination with the garbage RDF and recycling policy of the Executive Yuan, Nantou County Government has contacted more than 10 recycling institutions to practice a trail on the making the packed garbage that are now temporarily placed at the transfer station into RDF or getting them recycled in order to hasten the removal operation.
Besides removing the garbage heap, Nantou County Government also utilized another NT$18,000,000 from the Ministry of Environment to dismantle the Caotun Small Incinerator whose operation has been suspended for over 20 years. The dismantling operation is scheduled to be completed by the end of 2024 and will create a better environment around Niaozueitan. With the successful experience of Caotun County, Nantou County Government expects follow it to gradually solve the garbage issues of other townships.
